Removing pg_standby #17.

Hi,

We've previously been discussing this [1]/messages/by-id/545946E9.8060504@gmx.net, [2]/messages/by-id/54866BFC.4090804@gmx.net, but a few more years
have passed. The reason I'm thinking again about this is that for [3]https://www.postgresql.org/CAOG9ApGy5aSbLVqL-jKsDS%3DCPDj8U8fSv%2BsWvuhBCTj9Jf9OYA%40mail.gmail.com
I'm staring at non-mechanical changes to it:
1 file changed, 79 insertions(+), 14 deletions(-)
and there's things I'd rather do with my time than understand its code
and manually test it (there's no tests).
