unsupported frontend protocol

On AIX 5.3 with cvs head when trying to connect to the backend with
createuser or psql i get
psql: FATAL: unsupported frontend protocol 0.0: server supports 1.0 to 3.0

This has been reported before -- I think the conclusion was that
it's due to a bug in AIX:
