Cleaned up CVS repository!

In updating my cvs tree on hub.org I noticed mention of
src/interfaces/python/RCS. It is/was an empty directory in the CVS
repository which for some reason cvs chose to never extract. I moved
it out of the way, and verified that cvs was happy on hub.org and that
CVSup was happy on my remote machine. So I killed the file. btw, I
*did* verify that it was the only instance of a file named "RCS" in
the Postgres repository. Hope this was OK.

Let's see, where is Jan's signature?...

That was an error from the start. I mistakenly sent the entire working
directory the first time and had Marc clean out the invalid files. I
guess he forgot the directory, or I forgot to tell him.

I didn't see much point including the RCS directory when it was going
to be checked into CVS anyway.
