CVS: bug in odbc Makefiles

Hi,

after ./configure running in odbs GNUmakefile is still @SET_MAKE@.
./configure --with-odbc not exchange it.

In the master ./configure is not AC_PROG_MAKE_SET ...
with it all works correct.
