[7.3-devl] conversion test failing

on RH 7.2, 7.3, and Null Beta.

Here's the important part of the diff of expected (<) and results (>):

I don't understand how this part works; but it almost looks like
src/backend/utils/mb/conversion_procs/conversion_create.sql isn't being
run?
