Backup DLL

It sounds like you are trying to automate administrative tasks. If that's what you are trying to do, you may be well
advised to use any one of the Unix/Linux/BSD operating systems: They all have far superior and simpler task automation
tools such as cron and fully functional shells, something which windows servers desperately lack natively.

AFAIK, there is no such thing. But you can use pg_dump in a pipe -
that's all pgAdmin does.

If your programming tool supports it, you can just build the
pg_dump.exe command line and execute it. Your application just needs to
have a folder included with pg_dump and the supporting dll libraries.
