Precompiled win32 binary for getCurrentTransactionID?

Does anyone by any chance have a win32 binary compiled for the code found in
the below thread? I have been trying and for the life of me cannot get it(or
pg from source) to compile in my windows environment. I'm sure it's user
error on my part, but I don't have the time at the moment to figure it out.
