Win32 runs configure and gmake test

[ Marc, please discard my previous email with the huge attachment.]

The following URL shows 'configure' and 'gmake -n' (just test gmake
rules) using MinGW on XP:

ftp://candle.pha.pa.us/pub/postgresql/mypatches/win32.log

All I had to do was download MinGW and MSys and run the commands.

This looks promising.
