Pl/;perl

Hello All,
I�m trying to install pl/perl in my windows machine, but for some reason
it just wont work.
createlang wont work, create language doesnt work either.
i have activeperl 5.1 installed and pgsql 8.3
it returns me this error: 126 unknown - could not load library.
any tips?
