this i am getting following error
psql: could not connect to server: No such file or directory
Is the server running locally and accepting
connections on Unix domain socket "/tmp/.s.PGSQL.5432"?

should i restart the server or what should be done for this

Check, if the server is up and running. (netstat, ps, ...)

The location of the socket depends on your distibution, under Debian
this file is in /var/run/postgresql. You can start psql with -p or
--port and the correct position or set the location in the
postgresql.conf via unix_socket_directory = ...
