There was a lot of talk

horizontal scaling a few years ago. I was wondering if there have been any
new efforts on it.

I think currently the best option is something like Citus[1]https://github.com/citusdata/citus if you want to stick with vanilla Postgres.

Otherwise Greenplum might be another option.
