The postgres project are not affiliated with Libera Chat in any way and have no
control over their access policies. If you want to get in touch with other
postgres users there are numerous ways: this very mailing-list, Slack, Stack
Overflow etc.

The message under Libre.Chat and above the login tells you why. Short
version, the host you are connecting from is banned. As Daniel
Gustafsson said that is something you have to take up with the host and
Libre.Chat.
