pginstaller - pginst: Update the translations for the %s -> %S changes

Update the translations for the %s -> %S changes made to fix Unicode handling.

Remove translation nodes no longer used in the installer (this brings our current translations up to 91% and 98% respectively - from well under 70% - so it was badly needed.

Add a tool to make step 2 above much easier to do.
