This commit makes this change to FAQ_DEV.html:

     <li>If you are adding a new feature, confirm that it has been
tested
-    thoroughly. Try to test the feature in all conceivable

Which is a regression. Also, the changes to FAQ_DEV seem to be
incorrect.
