pginstaller - pginst: Disable terminal services check on XP and 2003.

Disable terminal services check on XP and 2003. From all my tests, we can install just fine from a TS session on 2003. We still can't on 2000, though, so check remains there. This makes the check a lot easier, since we don't have to look for the special console session on 2003.
