This commit introduces a bunch of hard tabs into release.sgml. This
needlessly bloats the CVS history, and is inconsistent with the
indentation in the rest of the file and in the SGML documentation
generally.

(I suppose there's no hope of banishing tabs from the source code proper
at this point, but the documentation has mostly used soft tabs in the
past, AFAIK.)

SGML fixed. I was using a word wrap macro that should have removed
tabs, but the macro was broken. That is fixed now too.
