pginstaller - pginst: Kerberos and OpenSSL distributions for Windows are

Kerberos and OpenSSL distributions for Windows are linked against msvcr71.dll. Whilst OpenSSL can be easily recompiled against msvcr80.dll, Kerberos is impractically difficult, so bite the bullet and just ship the extra runtime.
