pgsql: Code review for CREATE OR REPLACE VIEW patch.

Code review for CREATE OR REPLACE VIEW patch. Do things in a saner order to
result in hopefully-less-confusing error messages when the new definition
isn't compatible with the old; minor other cleanup.
