pgsnmpd - pgsnmpd: Add beginnings of custom query handling Preliminary

Add beginnings of custom query handling

Preliminary support for users to add their own queries, which may or may not
implement some external MIB. Although this fails my test cases, committing it
means others can see it, it's getting pretty close, and there's a backup if my
desktop happens to die.
