For the record, I didn't ask for that, and I think it was largely
wasted effort: we're going to be removing all such tags again next
month when we switch to git.
What I did ask for was copyright notices.

Those files are going into 9.0 so should have tags.
What I did ask for was copyright notices.
OK, I have added them, but I don't see the point for pg_upgrade files to
have a copyright line and not other /contrib C files. We have removed
all personal copyrights so essentially there is not even a technicality
that would prevent us from placing copyright notices on all files.
