pgsql: Improve comments around startup_hacks() code.

Improve comments around startup_hacks() code.

These comments were not updated when we added the EXEC_BACKEND
mechanism for Windows, even though it rendered them inaccurate.

Also unify two unnecessarily-separate #ifdef __alpha code blocks.
