New Zealand - TZ change

I would like to inform, that New Zealand changed DST rules and new
timezone files are available. See
http://www.dia.govt.nz/diawebsite.nsf/wpg_URL/Services-Daylight-Saving-Daylight-saving-to-be-extended

Patch for head attached. I kept zic.c untouched, but I think it would be
nice to update it as well.

Are there any updated release scheduled 8.0-8.2?

We do not "patch" those files; the update technique is "download, untar,
commit", and there's really no point in doing it except when a release
is imminent. See src/timezone/README and src/tools/RELEASE_CHANGES.

Thanks for explanation. However there is still the question when we will release
new 8.0-8.2 versions. The changes will happen after two months and there is not
much space for packagers to create and release packages.

Do we have anything else pending? We may need to do a release just for this
timezone update if we don't have anything else within a few weeks. We have a
fair number of users in NZ.

I'd kinda like to get 8.3beta1 out the door before we expend time on
another set of back-branch releases. But maybe in a month or so we
could do this. We have accumulated some bug fixes since the last round,
and I imagine there will be a few more by then.

FYI, we will have a release containing the New Zealand time zone changes
early next week.
