pgsql: doc: Clean up pg_recvlogical reference page

doc: Clean up pg_recvlogical reference page

This needed a general cleanup of wording, typos, outdated terminology,
formatting, and hard-to-understand and borderline incorrect information.

Also tweak the pg_receivexlog page a bit to make the two more
consistent.
