pgsql: Use FLEXIBLE_ARRAY_MEMBER in struct RecordIOData.

Use FLEXIBLE_ARRAY_MEMBER in struct RecordIOData.

I (tgl) fixed this last night in rowtypes.c, but I missed that the
code had been copied into a couple of other places.
