In an attempt to move us toward 8.3 RC1 I have put all open item emails

The wiki has a nice summary and links to the discussion. I don't have
time to do that much work on this, and maintain it.

Well, a lot of those people aren't actually developers, which was the question. But a lot of them are. More interesting would be how many has ever edited anything past just signing up...
