pgsql: Allow rel_is_distinct_for() to look through RelabelType below Op

Allow rel_is_distinct_for() to look through RelabelType below OpExpr.
This lets it do the right thing for, eg, varchar columns.
Back-patch to 9.5 where this logic appeared.
