pgsql: MSVC: Remove unnecessary warning option

MSVC: Remove unnecessary warning option

The MSVC warning option /w24777 added by commit 2307cfe3162 was a
typo, it should have been /w24477. But this option is already enabled
by default in level 1, so we don't need to add it explicitly. So just
remove it.
