pgsql: Remove obsolete comment in AtEOXact_Inval

Remove obsolete comment in AtEOXact_Inval

This comment was originally added to RegisterInvalid() in POSTGRES before
Postgres95, and came in via the Postgres95 import. It has been obsolote
for quite some time so remove.
