PostgreSQL on cygwin 1.1.8 works with latest cygwin1.dll from snapshot
(cygwin1-20010401.dll.bz2).

Hmm...I think that I already knew about the above workaround:

In fact, I was the one who originally found the problem and with Yutaka
Tanida's help got the Cygwin problem fixed.
