Hi,

attached is patch with Czech .po files. Now is translated almost all
for psql, pg_dump, libpq and 1/3 of backend messages.

I hope in future some Czech users check it (wanted volunteers! :-).

The files contained several errors which I fixed. Next time, please
verify the files you send in.
