New pg_resetxlog.pot file (pt_BR)

Hello again, folks :)

I was inspired today and translated this one more. Well, the next
one will be psql.pot (another day, I'm tired).

I saw my messages were postponed by the server - new
configuration? :) If there's a mailing list, please subscribe me - I use
PostgreSQL as my primary DB, it'd be good :)
