I found a way to uncompress rar files, so the files you sent are now
installed.
If you want to keep working on Windows, I suggest you read the bottom of
this page: <http://www.pgadmin.org/pgadmin3/translation.php>. It suggests
some tools that you can use for editing PO files on Windows. It will be
much easier than editing them directly, which I assume is what you did.
