Improve GUC USERLIMIT code

I have just applied the attached patch:

Improve handling of GUC USERLIMIT variables by reorganizing code. Also,
handle new postgresql.conf values with SIGHUP better by better enforcing
USERLIMIT settings on existing non-super-user backends.
