small patch for guc issues

The appended patch addresses the outstanding issues of the recent guc patch.
It makes PGCLIENTENCODING work again and uses bsearch() instead of
iterating over the array of guc variables in guc_get_index().

Your patch has been added to the PostgreSQL unapplied patches list at:

http://momjian.postgresql.org/cgi-bin/pgpatches

It will be applied as soon as one of the PostgreSQL committers reviews
and approves it.
