Update description in sysv_shmem.c

Hello,

Since, as of 9.3, there are significant changes related to shared
memory, should we change the description in
src/backend/port/sysv_shmem.c which is currently following:

* Implement shared memory using SysV facilities
*
* These routines represent a fairly thin layer on top of SysV shared
* memory functionality.
