In the 6.5beta2 distribution, contrib/spi/preprocessor contains step1.e:

$ file step1.e
step1.e: ELF 32-bit LSB executable, Intel 80386, version 1, dynamically linked
(uses shared libs), not stripped

It isn't built by the Makefile.

Is there some special reason for including this executable rather than
building it?

Looks like a mistake to me --- that shouldn't be there.
