Unused function arguments

While reading the logical replication (and related) code, I found a few unused
function arguments:

* XactLogCommitRecord() - unused argument forceSync

* SnapBuildBuildSnapshot() - xid

* TeardownHistoricSnapshot() - is_error

No idea which ones are intended for future use and which ones can be
removed.
