PostgreSQL 11 RC1 + GA Dates

PostgreSQL 11 has now been stamped[1]https://git.postgresql.org/gitweb/?p=postgresql.git;a=commitdiff;h=19f20081df059fef87e14c8e953669bd173dd7f1 so the release will proceed as
scheduled this week.
