New configuration is here

The heralded grand unified configuration is now here. In essence things
should not behave differently if you don't use the new functionality but
heavy users of debugging flags and pg_options might observe otherwise. If
anything's amiss, tell me right away and it shall be fixed. (Sometimes it
is hard to know what was part of the semi-public interface and what was
semi-internal.)
