Hi,

After conferring, the PostgreSQL 13 RMT[1]https://wiki.postgresql.org/wiki/Release_Management_Team has decided that it is time
to create the REL_13_STABLE branch. Tom has volunteered to create the
branch this Sunday (2020-06-07).
