Modify comment in /postgres/src/bin/pg_walsummary/nls.mk

Hi hackers,

I noticed incorrect comment in /postgres/src/bin/pg_walsummary/nls.mk.
The part that should be "pg_walsummary" is "pg_combinebackup", patch
attached.

This seems a simple copy/paste mistake when the file was created.
