to_char() function's bug and it's patch

Dear Developers,
First of all my greetings and best wishes for developing such excellent
opensource rdbms and hope you continue your excellent work. I have found the
bug and sending the bug.template file as attachment which contains all the
information and patch for the bug. The bug is related to to_char function
which gives incorrect result for 13:XX:XX time i.e. it outputs 13:XX:XX as
01:XX:XX AM instead of 01:XX:XX PM. I am great lover of open source
development hope to contibute to it and may be solving and reporting bugs is
also to one way of contributing to this open source movement. I am intrested
in solving more bugs related to postgreSQL so please guide me how to go
about it.

This bug very often reported, but it's already known and fixed in current
source (CVS tree).
