Problem with Create Database

Dear Sir,
When I start "postmaster -D
/cygdrive/d/apps/cygwin/usr/local/pgsql/data" I am getting the follwoing
message.

DEBUG: database system was shut down at 2002-05-23 17:45:00
DEBUG: checkpoint record is at 0/11F970
DEBUG: redo record is at 0/11F970; undo record is at 0/0; shutdown TRUE
DEBUG: next transaction id: 91; next oid: 16556
DEBUG: database system is ready
After that I tye to Create Database Using "creatdb" Command. It is
giving follwing... I tried same is Windows 98 and Windows XP Operating
systems..
DEBUG: pq_recvbuf: recv() failed: The descriptor is a file, not a socket
DEBUG: incomplete startup packet

Please give the solution.... I am looking forward for your solution..
