Description: Incomplete src/pl/tcl/Makefile
Details:

For "configure --with-tcl --without-tk".
'make' doesn't know how to resolve references to
a lot of postgres functions.

In src/pl/tcl/Makefile:
Change:
# link command for a shared lib must NOT mention shared libs it uses
SHLIB_LINK = $(TCL_LIB_SPEC)
To:
# link command for a shared lib must NOT mention shared libs it uses
SHLIB_LINK = $(BE_DLLLIBS) $(TCL_LIB_SPEC)
