BUG #3873: Install error - could not load pljava.dll

Description: Install error - could not load pljava.dll
Details:
While running the .msi for 8.3rc1 I selected PL/Java as one of the things I
wanted installed along with all the contrib items.
Got error window: could not load library "C:/Program
Files/PostgreSQL/8.3-rc1/lib/pljava.dll"' The specified procedure could not
be found.
The dll is in the directory OK !

Thanks - this should already be fixed for RC2 - please test when it's out!
