Description:

Regression tests fail for PostgreSQL built from source using Visual Studio
2008 on Windows 7 64 bit OS with the PostgreSQL crashing frequently. I
tested this on more than one machine with the same result. I tried the
EnterpriseDB built executables and they did NOT have this problem.

Build: 9.2.5 source build using VS 2008
Regression tests command: vcregress check
Error in the log: PANIC: could not lock semaphore: error code 0
