BUG #9736: incomplete odbc

Description:

from version 9.3 ..... this in error, installs but does not work for lack of
components:
32-bit version when installed on Windows 64-bit.

noticed that the Installer can Tamano msi version of 9:02 to 9:03 was half
the size.
