Without more information it is hard to guess what has happened, so:
- What is the installer used?
- What do the error logs actually tell?

The installation logs says that psql was unable to connect to the server.

Executing 'C:\Users\ADMINI~1.TVL\AppData\Local\Temp\2\rad34A69.bat'...
psql: could not connect to server: Connection timed out (0x0000274C/10060)
Is the server running on host "localhost" (192.168.2.213) and accepting
TCP/IP connections on port 5432?
Failed to install the 'adminpack' module in the 'postgres' database
loadmodules.vbs ran to completion

It's strange because as per the log the server was started successfully.

192.168.2.213.

I'm not sure if it will help, but as I see you don't have installed Service
Pack 1. You can try install SP1+updates, and then try again.

I further analyzed and found that the server what i tried to install is a
machine which act as two server using VM ware. It may be the problem. After
I tested it using another server without VM ware, it is succeeded.

localhost SHOULD be 127.0.0.1 not anything else, certainly not the IP of
any network interfaces.. check your /etc/hosts file

I run postgresql on Linux (CentOS 6, mostly) on VMware ESXI all the
time, never had any problems (other than self-induced, hah!)
