The Cluster created by the 9.4.1 x64 Windows Installer is set to French_France when French_Canada is selected.
Our workaround is to delete the cluster created by the installer and recreate one with initdb –encoding=UTF-8 –lc-collate=French_Canada –lc-ctype=French_Canada.
