installation of PostgreSQL 9.5 and 9.4 on Windows 32bit

Hello,
installation of PostgreSQL 9.5 and 9.4 on Windows 32bit installed on AMD socket A(462) platform (Sempron 3000+)
breaks on "creating configuration files ..." (after creation of empty postgresql.conf).
